Education Is Not In The Constitution

The Federal role in school:

• addressing the strings attached by the federal government when states take education money.
• Should the federal government's primary role be to help fund "expensive" students, such as the disabled, and the state governments cover the costs of the rest?
• Federal Department of Education accounts for $68B of our $3.5T budget (2%)- does that sounds like education is a priority?
